Classical Guitar fingerboard problem

I am building my second Classical Guitar. It seems my Solera must not have the correct angle to allow a slight "bend upwards" in the neck because it appears to be quite flat along the neck and onto the soundboard to the sound hole. There supposed to be 1 or 2mm gap at the 12th fret so the fingerboard over the soundboard can be shaped to fit. Any ideas of what to do. I am going to keep this guitar (it doesn't need to be perfect as long as it sounds good) and I have thought of adding a thin shaped strip onto the neck from the nut to where the neck joins the body to make up the angle. I would appreciate any ideas. Thanks.

I presume you already have the back glued on.
It's not only the neck angle that you need to take into account
If you have a high dome at the bridge location you may be fine with a flat neck angle
And these issues can often be resolved by tapering the thickness of the fretboard
I suggest you check what you have currently like this
Position a shim at the nut location fretboard plus fret height tall
Position a shim at 12th fret fretboard plus fret height plus 3.5mm (average action) tall
Mark the location of the bridge saddle.
Use a good straight edge not a steel rule sitting on the two shims and projecting to the saddle location
Measure the clearance to the soundboard
Report back your results and fretboard thicknesses and I'll advise your options
