What sort of glue would be holding this on?

Interesting question, Hip. Hyde glue would have been pretty fast setting and perhaps ok for a production environment, I would think.
OTOH, whatever they used to put on the bindings would have also been all right, probably some evaporative glue made by shavings of the plastic involved and some suitable solvent.
Yet another option would be the type of glue called contact cement.
BTW, the fretboard and headstock overlay are made of pearloid also affectionately known as "mother-of-toilet-seat" rather than ivoroid. Try searching for either pearloid or "mother-of-toilet-seat" with Google and you'll get lots of hits. I believe StewMac still sells it for pick guards and so forth.
